An hourly watch for scheduled runs does not exist yet. This page is how we measure whether people want it: your visit to it is the count. Nothing about you or your repos was sent or stored; there is no form, cookie or email.
If it gets built, it would check your scheduled workflows every hour from outside GitHub's scheduler and email you when a run is late, missed, or green with nothing done, with no change to your repo. There is no price and nothing is charged.
